PROJECT 10% is an Aboriginal and Torres Strait Islander community-led campaign aimed at reducing the over-representation of Aboriginal and Torres Strait Islander peoples in Queensland prisons.

 
 
What Works?

Project 10% seeks to identify Aboriginal and Torres Strait Islander-led solutions to reduce crime and imprisonment. We lobby government to meet targets for reducing imprisonment and to support programs that increase community strength and resilience. In consultation with Elders, people working in and affected by the legal system, communities and services, Project 10% asks "What works?", "What would work if properly resourced and supported?" and "What is missing?"

In 2009 Project 10% held a community forum at Parliament House with over 80 community members and service providers from the Brisbane, Townsville and Rockhampton regions in order to identify the issues around rising imprisonment rates and map a way forward for the campaign. As a result we identified five key action areas:

  • At risk groups, including young people
  • Contact with police
  • Remand and sentencing
  • In-prison programs
  • Post-release support

Later that year community meetings were held across the South East to specifically identify issues and solutions around the five areas of action. In 2010 this consultation process rolled out to regional areas across Qld and the final product was a submission made to the Queensland Government in November.
